Osogbo, Osun State – February 1, 2026

The Osun State House of Assembly has publicly accused former Governor Gboyega Oyetola and the United Bank for Africa (UBA) of involvement in the alleged illegal diversion and disbursement of local government funds, warning that all parties found culpable could face criminal liability.



Speaking during a press conference at the Assembly Complex in Osogbo, the Speaker of the Osun State House of Assembly, Rt. Hon. Wale Egbedun, described the development as a grave threat to democratic governance and financial accountability at the grassroots level. He stated that the House could no longer remain silent while actions allegedly capable of undermining constitutional order and public trust continue unchecked across local government administrations in the state.

The Assembly cited Section 7 of the Nigerian Constitution to reaffirm its authority over local government administration and financial regulations, arguing that financial autonomy for councils does not eliminate legislative oversight by state assemblies.

Alleged Questionable Payments

Lawmakers alleged that several disbursements were made from local government accounts without lawful authorization, including millions of naira reportedly paid to former council officials, selected traditional rulers, and private legal practitioners. Of particular concern was an alleged ₦13 billion payment said to have been issued as legal fees, alongside reports of a proposed ₦50 billion additional disbursement purportedly disguised as project funding.



The Assembly questioned the legitimacy of such payments, insisting that local government resources should primarily serve public welfare, including salaries for teachers, healthcare workers, civil servants, and retirees—many of whom were said to have gone unpaid for months.




Banks Placed on Notice

In a stern warning to financial institutions, the House emphasized that only duly appointed career officers within the Local Government Service Commission are legally empowered to authorize transactions on council accounts. Any bank acting on instructions from unauthorized individuals, lawmakers said, risks exposure to financial crime investigations and reputational damage.

Political and Legal Implications

While commending the Osun State Government for reportedly intervening to offset unpaid salaries, the Assembly stressed that such measures should not obscure what it described as systemic irregularities in fund management. It vowed to pursue full recovery of any funds proven to have been illegally disbursed and reaffirmed its commitment to upholding the rule of law.

The unfolding controversy signals a potential escalation into broader legal and political confrontations, as the Assembly positions itself as a defender of constitutional order and fiscal transparency within the state.
